It summarizes the results of the international project entitled 'Impact of Barriers to Entry on the Speed of Transition; a Comparative Study of Countries in Different Stages on Transition". The co-ordinator of the project sponsored by the Phare ACE and carried out by CASE in years 1996-1998 was Leszek Balcerowicz.
