The Center for Social and Economic Research (CASE) is currently seeking technical assistance experts willing and able to conduct short-term and long-term assignments on a project-by-project basis mainly across central and eastern Europe, the Balkans and the former Soviet Union. CASE has extensive experience working with the international donor community (including the EU, World Bank, UNDP, USAID and the Open Society Institute) and with partner institutions across the EU, CIS and beyond.
As part of a trans-European consortium, CASE has recently been awarded a contract to provide the EU’s external aid arm with qualified experts to undertake specific advisory missions across the globe. This Framework Contract, known as LOT 11, covers macro economy, public finances and regulatory aspects. You can see current Lot 11 openings here.
CASE focuses its technical assistance efforts in the following areas:
- Macro-economic policy, public finances and regulatory aspects
- Labour market policy
- European integration and accession
- Poverty reduction
- Private sector development
- Health, education and social protection
- Trade, trade policy and WTO related issues
- Monitoring and evaluation of EU, and other international, programs
We are seeking technical assistance experts who match the following profile:
- Relevant degree, advanced degree is an asset
- Professional training and work experience in institutional development
- 5 years experience in international donor-funded projects
- Willingness to perform short and long-term assignments internationally
- Excellent management and organisational skills
- Ability to work in an international environment
We are strongly seeking technical assistance experts who have:
- expertise in budgeting (MTEF, budget law, accounting systems, reporting procedures)
- expertise in poverty reduction programs (drafting strategy papers, program evaluation)
- expertise in European Union accession (legal harmonization, expertise in procedures, policy and law)
- expertise in public-private partnership building
- expertise in competitiveness policy (SME-sector growth and development).
- previous EuropAid technical assistance project experience
