Description: The main goal of the study tour financed by the Soros Foundation Kazakhstan was to teach how to strengthen the role of NGOs in the budgetary process in the Republic of Kazakhstan. The study tour participants were familiarized with the theory of public finance, budgetary process and the role of fiscal transparency in transition economies. The Polish example was used to present different aspects of the budgetary process, which were afterwards discussed in meetings with practitioners from government agencies.
